CXT® Inc. Successfully Installs Two Envirokeeper Stormwater Infiltration Systems for Texas Tech Health El Paso in El Paso, TX

CXT® Inc., a subsidiary of L.B. Foster and a licensee of Envirokeeper®, LLC, successfully installed an Envirokeeper Stormwater Management system at the site of a new comprehensive cancer care facility and clinical sciences building for Texas Tech Health El Paso in El Paso, TX.
Envirokeeper infiltration systems are being used as a stormwater management solution for Texas Tech Health El Paso’s new Steve and Nancy Fox Cancer Center and adjacent clinical sciences building. The facility will be the largest cancer and specialty care building project in the Texas Tech University System’s history. The project was awarded to Hensel Phelps as the general contractor, with Envirokeeper precast concrete systems manufactured by CXT and installed by subcontractor Jordan Foster Construction.
Envirokeeper Stormwater Management is a modular precast, reinforced concrete stormwater management system. The system is designed for versatility and engineered for use across multiple stormwater applications including detention, infiltration, retention, and harvesting. This installation included two Envirokeeper stormwater infiltration systems.
Envirokeeper is delivering significant stormwater management improvements at Texas Tech Health El Paso’s campus through the installation of two high-capacity infiltration systems designed to protect infrastructure, reduce flooding, and support long-term sustainability. The two systems are designed to manage runoff effectively and meet regulatory requirements from day one. Together, they will significantly increase on-site infiltration volume and will manage over 180,000 cubic feet of storm water runoff.
The precast concrete systems were manufactured by CXT in their Hillsboro, TX plant, shipped to Texas Tech Health El Paso in El Paso, TX, and installed by Jordan Foster Construction, a subcontractor. System 1 will provide 121,540 cubic feet of storage (909,119 gallons) of stormwater infiltration capacity, ensuring the site can safely capture and control stormwater during major weather events. It was shipped on March 27, 2026, and the installation was completed on June 26, 2026. System 2 will provide 59,837 cubic feet (447,580 gallons) of stormwater infiltration capacity. It was shipped on December 22, 2025, and installed in February 2026. Together, the systems provide a robust, future-ready stormwater management strategy that reduces peak flows, supports regulatory compliance, and protects surrounding infrastructure.

His ability to collaborate effectively with both Jordan Foster Construction and CXT was instrumental in navigating challenges and maintaining project momentum.
Scott Dell, Project Manager; Luis Robles, Superintendent; and Miguel Torres, Site Foreman, from the Jordan Foster Construction team played critical roles in coordinating field operations. Their hands-on approach, responsiveness, and commitment to solving problems enabled a successful installation despite the project’s complexities.
Allen Trotter, Engineering Manager – Tennessee for CXT, delivered essential support in addressing engineering challenges. His technical expertise and timely responsiveness provided effective solutions that allowed the team to meet project requirements and stay on track.
